Batavia has expanded its electric vehicle charging network with the opening of four new Level 3 fast chargers at the Batavia Public Library. The new site strengthens public charging access for residents and visitors while supporting the city’s long-term electrification plans.
Second Fast-Charging Site in Batavia
The new chargers represent Batavia’s second public Level 3 charging location. The first set began operation in October at Batavia High School. Level 3 chargers, often referred to as DC fast chargers, deliver the highest charging speeds available for public use.
Each unit is capable of recharging most electric vehicles in approximately 30 to 45 minutes, depending on battery size and vehicle capability.
Project Cost and Funding
The total project cost reached $575,000. Funding included a $320,000 Driving a Cleaner Illinois grant from the Illinois Environmental Protection Agency, administered through the Climate and Equitable Jobs Act.

The grant covers installation and maintenance costs. Batavia Electric Utility funded the remaining expenses.
Steve Allen, superintendent of the Batavia Electric Utility, said the city has recorded consistent growth in home EV charger installations over the past two years. He stated that the new fast chargers expand access for both local drivers and visitors, while aligning with the utility’s strategic goals.
Why the Library Was Chosen
City officials selected the Batavia Public Library site due to grant eligibility requirements and its established partnership with the city.
Under the agreement, the city handled installation and oversees ongoing operation and maintenance. The library manages the designated parking spaces tied to the chargers.
Pricing and Access Details
The chargers operate 24 hours a day, seven days a week.
Pricing details include:
- Charging rate of $0.50 per kWh
- Payment accepted through mobile app or card reader
- A 30-minute grace period after charging ends
- Idle fee of $1 per minute after the grace period
